Just start by advertising the club and trying to gain new members. Once you get enough members, try to approach the school in order to get grants and become an actual school funded club.
My school is still just a little club with a few people who try and go out. I would say there's 10 of us. We want to compete in the collegiate league but those of us who actually have the money for it generally don't have the time.
