Not trying to be negative at all but why did it take him so long to submit a claim? I've lost bags in the past and I don't leave the airport without filing a lost baggage claim.
I can only speculate on this but he has likely been pursuing other leads to find it as well as having to create an itemized list of the bags contents. That is a big task for a fully stocked bag, especially when you need pictures and invoices to show value. Tracking all of that down takes time.
