i would reset the regs.
new battery

and depending on how long its been since the regs have been serviced, take a look in both.

I got the first problem fixed, now I can hear the noid cycle but its just little puffs and the bolt doesn't move. Thinking I blew the noid

Blowing a noid is not really possible it's a chance of like 1/10000 if it's making noise and not leaking it's fine..



1ut a fresh brand name battery in

2:Lube bolt

2 1\2 take your reg apart, and lube it/service it

3: Reset dwell to 21

4: Reset LPR to 3 1/2 turns (turn it inwards till its snug/feel a resistance then do 3 1/2 complete 360 turns

5: Reset hyper 3 to 280, which is about... 4 1/2 turns on most wont know till u chrono..

6: if all above fails send it to me and i'll fix it read sig for pricing

The weird cycling and current bolt stick may also indicate that you have an improperly sized oring somewhere in the system. Double check all of those as well.
