Neither of those is exactly true.

You can borrow points from one of the two D2 spots on a RaceTo-4 team to get a D1 player. The most amount of points you can borrow is the difference between D2 and D3, meaning top-level D1 players can't be on a D3 roster at all.

This is really confusing (like the rest of the classification system), but for some reason I trust that it makes sense

It is to try and prevent sandbagging. I get the quick and dirt version of how it works and it does make sense.

You earn points based on how your team has done in previous events. So if you have a guy who was donkey stomping D1, and his team goes Pro but he gets cut. He can't then just drop down to a D3 team.

The easiest way if you are confused is to add everybody to your roster, if it lets you add everybody then you are good to go. It will not allow you to add somebody if it makes your roster illegal. (somebody correct me if i am wrong)

its really not that confusing
take your two top players. add them up. stay below 3936, and you're good. If one of them is above 2952, he is automatically DQ'd out of D3.
