I've seen companies use both methods to describe the same thing so I'm not sure there's any real standard out there. I agree with the other guy though, should be gun to barrel, so in this case, Ion to Cocker.
Personally, I'm not a fan of adapters as many of them are .690ish bores, and many barrels are smaller than that. So it basically puts a "bubble" in the path of the ball down the barrel, as well as increasing the possibility of a barrel break from the ball clipping the edges as it transitions from one to the other.
The only way to adapt cocker barrels and size properly (go from a smaller initial bore to a bigger one) is to use a TechT I-Fit kit->

IMO you always want to have the sizer/adapter bore be smaller than the barrel at least slightly to avoid issues. Most cheap adapters use large bores, so buyer beware.
