My mom seems to think it's turbo tax getting bogged down because of the delay this year with the IRS accepting federal returns electronically. My state went through yesterday when it said bot h were supposed to go through on last saturday, so them being bogged down seems to make sense.

It was a national thing. something changed or whatnot, and delayed anyone who had education dollars they could claim.
