Well it only goes so far in and out, it could be the brass adjuster oring is broken..., put a allen key in the top of the hyper 3, and in the bottom of the hyper 3 and the bottom should come apart then take the brass adjuster screw out and check for damage

It's possible the adjuster screw oring has broken and become lodged in the threads of the screw. That would certainly cause this problem.
It's also possible the internals of the regulator are just plain put together wrong. Take it apart and check, don't mess with it.

okay so, i took apart the reg, the adjuster screw is fine its turn back and fourth but only when i have the bottom cap off, it seems like the bottom cap is keeping it from moving all the way out

The bottom cap does have a lip to prevent it from coming out too far but that won't stop it from going in. That's your real problem from what I can tell.
Download the manual and check that everything inside is put together properly. Pull the adjuster screw out and check the oring on it.

the adjuster goes all the way in but wont come out, it seems like the bottom cap is preventing it from doing so, because when i took the cap off it was fine

That bottom cap is meant to stop the adjustment screw from coming out if you back it out too much. You should experience very high velocities in fps if the reg is backed out to where you cannot unscrew any further or possibly blowing the noid from too much pressure. It's meant to come out with the cap removed for cleaning purposes and changing of the reg seat.

Seems like your Oring on the adjuster has wedged between the reg body. Take off the end cap completely unscrew it then check inside the reg body for debris or just run a q-tip inside to clean out any gunk, also make sure the right size oring is on the adjuster screw. I can back mine from zero about four turns before getting close to the end cap.

OK..first it would only turn one turn.....now it's 2.5 turns. Something doesn't sound right. I'm beginning to suspect you have absolutely nothing wrong with your reg at all. If you can reach 290fps, leave it alone and play.

Is there something stuck in the bottom cap preventing the adjuster from moving back? Because it's not like you can screw the bottom cap too far in.
Otherwise I would guess something is preventing the adjuster from moving in/clockwise. Stuck piston, something wedged between the piston and reg body, etc. or you have damaged the threads in the body or on the brass adjuster.
Edit: Like others have mentioned, if the regulator is assembled correctly and the adjuster is backed out to the point of hitting the bottom cap, your pressure will be very high and will most likely blow out your inner tophat o-ring if you tried to shoot it.

Possible but if it works as is you never really need to go in. Unless your gun won`t chrony low enough. If that`s the case you could lower your dwell a bit to fix that. Or get someone with a tap and dye set to clean out the threads a bit.
