You're much better off buying a high end gun from 07 or so for $300-$350.
But if you still want to get an sft shocker for ~$150.

You're missing the point. It's like saying "Don't buy that firetruck Lego set, get this all metal toy firetruck instead".
It's not about the performance, it's about the BUILD. Assembling something that doesn't yet exist from component pieces. Taking something that doesn't perform well at all, and turning it into something that makes people stop and turn their heads at the field. Making something do something it was never intended to do.
Not to sell, pretty much a guaranteed money pit. Not to be your primary gun, most of my builds have spend more time on the work bench than the field (though once it's finished you might find yourself using it more than you intended). No, you build it just for the pure joy of the build.
No "best" gun out there for a project (careful, don't want to drift into VS. territory). Really, your options are unlimited. Many older guns, made back when aftermarket and private label were words that actually had meaning, can be built entirely from non-factory parts. Automags, Autocockers/snipers, Intimidators, Impulses (original), Spyders, and a few others can be made with out needing to start from a complete gun. The down side of this is of course that you can't use the thing until you actually finish it. I owned 75% of an automag for about 6 months before I finally finished it.
If you start with a working gun you can use literally any gun ever made. Even one that doesn't seem to have any available upgrades. You'd be surprised what you can make fit with a little work.

Get gun. Find some part you don't like. Alter it so you do like it. Repeat.
Do note that if you start with a really cheap gun you might find a LOT you don't like. It's amazing how many modifications end up being done to an Avenger or Stingray.

You could always build an Automag/Minimag from scratch. My brother built one (now belongs to me) for about $200 Canadian. Only new part he bought was a valve. It's not so much upgrading as building your own personal gun, but it's still fun.

I agree completely. Below you'll see a picture of my current Ion setup. When I go to the field with it, it does turn people's heads and they think it's some new type of gun and I tell them it's just an Ion that I have customized. Everything on it is aftermarket/custom except for the frame. I still can't find a frame that I like the feel of so I left the stock frame installed.

Plenty of stuff can be done to a Blitz. Off the bat I'd go different feedneck, something low with a lever lock, different ASA, different reg, and of course a different barrel. Bolts don't do a whole lot, but I hear Techt is coming out with one soon for that gun. For a valve, I believe they're spyder sized, but personally I'd end up trying to get one of the ZeRO valves out of a Zenith. A quick call to Azodin should handle that. Though I do wonder what a AKA Tornado valve would do in one of those. Though the Feather Striker System hammer in the Blitz might be too light for an older style valve like the Tornado to work properly.
You'd have to get more creative with the grip frame, grip panels, trigger, and board if you want to go that route.

I can not believe it took that long for cocker to come up. If you want people to laugh at you, use a side feed body, slider frame with switch, universal TBoard, MQ2, ANS ram and hide the front block under a shroud.
Other than the body you could use no stock parts, or you could look around for an after market body and build the entire gun from "upgrade" parts.
