Is this tank safe to use?

I just bought it from someone on pbnation and i noticed a few little spots on it that i figured i would ask about.

Seems like there is slight cracking in areas on the clear covering the crossfire label. Theres a few little weird spots in the pictures that you will see as well.

I was thinking of sending it into ninja for hydro/inspection and a new reg.

As long as no fibers are exposed or can be felt you should be fine.
Looks like small chips in the clear coat, possibly from an air bubble or two.
