I think Texas has relatively low taxes, but that's just a perk of living in a state that can balance a budget and creates real jobs. While Texas companies are hiring like crazy every other state is raising the unemployment rate.

So, we should make people on welfare maintain roads and trains. I'd be down with that as long as they wern't paid 70K/year to do so

Well, I fail to see why prisons are not used as forced labor camps either. Pretty sure most people on welfare are used to being around felons so they should mix well.

One thing I noticed when I was living in Louisiana, they use their inmates. They were always out mowing the highways or picking up trash or something
