Tune it. What's your pressure at?

How bad is it when you say it's inconsistent? Like+/-20? It could be a regulator problem if that's the case. Have you oiled your regulator lately?
What is your dwell and pressure? A little more info about your gun would be helpful.
Something often overlooked when it comes to accuracy is the quality of paint. Buy the nice paint at the field. Usually the balls are a more consistent size which translates to better accuracy.

Start off by resetting the marker to factory stock on the board and the reg to 190 to 200 PSI. If you are seeing a +/- 5 to 10 fps it mostly is the paint or barrel.. If you are seeing a +/- 15 to 20 try replacing the o-rings on the guide, bolt and tip. Also relube everything including the poppet.. If it is +/- 40 then there is a good chance that you are missing the check valve..

Buy the best quality paint.
You cannot have accuracy and consistent velocity with cheap paint - not possible.

Accuracy is usually barrel and paint match. Good paint is the key.

A paintball gun is only as accurate as it's regulator is consistent. If you are getting consistent reading over the chrono and have a good paint/barrel match, the only thing left that could affect accuracy is the quality of paint.
And it's pretty hard to hit baseball sized objects twice in a row from 40 feet with a paintball gun. Paintballs are inherently inaccurate by design. That's why guns that can shoot fast are the most popular, accuracy by volume.

Not exactly a physics buff.. Are ya?
If you bench mounted your Mini... sighted it in at that baseball and then fired at it twice - say once at 289fps and the next at 263fps.. You're goin to have to radically different points of impact.
Accuracy is achieved via constant pressure from the regulator and ensure that each paintball that enters the barrel is the same approximate weigh and barrel fit.
That "can" technically be achieved with any price point of paintball, but is far more likely and repeatable with a high quality paint.

Turn the back all the way in. Then turn it back out 1.5 turns.
I upgraded to the Boss bolt. It's no recoil. My dwell is set to 4.
I have a Shockwave board and it's proven to be reliable. I think the Optimus is in V1 and 2 mini's.
Last but not least is the CP rake trigger that's a more consistent back to back shots. No side to side movement, quick return. Three times quicker than the stock magnet with no trigger play.

That would only work if he has a boss bolt, which is unknown from the information listed in his post. However, bore matching and good paint have been the only reason my AXE sometimes isn't dead on. Meaning cold weather messing with paint, cold effects on the gun itself and other factors.

Lower pressure does not mean a more accurate gun. Keep the pressure from 180-200 psi and you'll have better consistency which leads to better accuracy.
And you shouldn't have to have your back cap 1.5 turns out with the stock bolt like Christian P mentioned. Usually .75-1 turn out will get you up to field velocity with the stock bolt.

Where did he say he wanted a new trigger?

He got the "3X faster than a magnet" through flawed testing. Something like, I could only shoot 4 bps with the stock trigger but could shoot 12 with the CP. So yeah...

The CP trigger uses a spring instead of a magnet. I had a CP trigger on my GenE Matrix and wore out 2 springs from CP in one summer. The stock trigger springs in my DM5, DMC, and PM7 never wore after using them for years. Needless to say I haven't bought a CP trigger since then.
