need some help finding out what the brand is on my tank.

Sorry but I got a chuckle out of this. It can be found in 10 seconds, literally. The DOT number is specific to the manufacturer of the cylinder and you have taken a great picture of that DOT number. By checking the DOT # with the trusty ol' Google and....BAM. The maker of the cylinder is Gayston Corporation: http://www.phmsa.dot.gov/staticfiles...2009020622.pdf.
Now, if you are asking who made the regulator, that's a whole different story.

Yep - that's a pure energy reg on that tank. Now, depending on how old that reg is, Ninja may have actually been the ones who made it.

I don't think that is a PSI made (Ninja) reg, as they laser in which burst disk is high and low. So it is probably one of the Chinese clones that Pure Energy hade made before they went with the Reactor series.

The ports are lasered, you can see 'lp' in one of the pictures. The PSI/Ninja made and over seas manufactured regs were identical. The only difference is that one company used a 3 digit number on the reg base and another used a 3 letter code.
I always confuse the two but I want to see Ninja used the numbers and over seas used the letters. I can have them mixed up though.
You can see under the fill nipple 'HZH' though. If my recollection is correct then that's a reactor 2 reg by Empire/Pure Energy for sure. It's just the version manufactured over seas. Again, if I'm not mixing up letters and numbers between the two companies.

we use a 2 digit - 2 or 3 letter code (Usually SB, SBM, GS, or RB). That is definitely not a Ninja reg.

I didn't think that it was Ninja/PSI because they actually laser in the pressure for the burst disk's, not "lp" or "hp". More often, it is "1.8K" and "4.5/7K".
