Kay guys just wanted to ask if my ion was tournament legal. It has a black heart board installed

Yes. I also have a blackheart board in mine and I've been able to play in tournies here and there. Good Luck .

the black heart board is not psp legal but i bet you can get away with it in local tourneys and what not

Blackheart IS psp legal. You can cap rof to 12.5 (with proper balance of recharge & dwell), you can set it to Rebound (ramp), and adjust the ramp kick-in, sustain and activation settings to match psp requirements.
