Starting own Speedball in NC

I plan on starting my own Speedball course with NPPL or PSP regulations. Sizes and bunkers, etc. I was wanting to just make it with me and some buddies and have gathering, cookouts, music, etc. What kinda stuff do I need to do? How hard would it be to get ahold of the tanks to fill up the Stubby tanks and stuff? any help would be appreciated.

I was talking about Larry from GatSplat. He is very knowledgeable when it comes to running a field and he is also very helpful, which makes me think he is a great candidate for a Moderator of this sub-forum.
