The portion you quoted was intended to address a broader picture than the US. Just so we are clear.

Though, taking that broader picture into account, to hell with a few decades ago. Let's look as far back as Andrew Jackson and trace it from there. Arguably the foundation of this country is rooted in the same conflict, but that's another conversation.
