It's money fueled and game fueled, IMO. More people alive = more paint being shot = more $$$ to paint manufacturers. And since you'll be able to get more people alive OTB, it'll make games boring or more exciting. Hopefully with the new bunkers, players will be more aggressive since they're not making huge bumps.
