Google Play Books Question

I recently bought a book off Google Books to read on Google Play. Now, I thought when it was originally downloaded, it was on the phone. Now it seems to not be available when roaming or "offline' and thus, I can't read the book when I most want to. Do I need to move to a non roaming area in order to download the book, or is there a way to do it thru your PC and transfer it over to the phone via USB? Looking into it now, figured I'd ask in case anyone else has this issue. Slightly irritating, I should be able to download it to whatever format I choose and read it anywhere.

There should be an option to download the book in the Play Books app. As for roaming or not, it depends on whether you're willing to pay your phone company to use roaming data (unless it's free for you). There's no option to transfer over USB that I'm aware of unfortunately.
