Actually it is more than speculation, it is an accepted economic principle. This is because employee costs are holistic in a market economy and employees produce capital for companies. UI premiums are part of an employee's compensation costs and are paid for on his or her behalf specifically. The employee's labor generates the capital that pays for that. A healthy competitive labor market puts the appropriate pressure on wages and would prevent a business owner from stealing the capital. Of course the lack of UI would make for unhealthy labor market competition, so destroying UI as advocated would help compound a downward wage spiral.

This is true. But people act as if job creators hand out jobs out of benevolence, not profit. Just an observation not a criticism.
