Yes they do, but its more along the lines of community service, activity in school programs, and leadership expirence. I've never seen "My parents are drug addicts? or There were gangs at my highschool?" on a college resume. Only GPA, test scores, and personal accomplishments.

Most selective colleges have you write entrance essays and sometimes conduct personal interviews.
