Why would someone rehydro a tank 3 years before needed?

I am thinking about buying a tank on pbnation (DOT-SP 10915, 5 year) and the born on date is 9/09, and he had it rehydroed on 4/11.

Is this a sign that someone might be wrong with it?

I guessed the owner wanted to be sure that the cylinder is safe for the next 5 years to his new owner..

correct me if im wrong but places that hydro tanks wont do it unless the tank is over 5 years old or if the tank is severly damaged

Nah you can get a tank hydro'd whenever you want basically. He probably did it to either make sure that you know nothing is wrong with the tank OR something happened to the tank whilst in his hand and he wants ot make sure it's a safe fill.

Agreed, I would have gotten it done to a tank that I would be selling.
