I want to know why that hit get's a fine, but Janoris Jenkins' hit on Fred Davis doesn't.

i seriously see nothing wrong with that block. a hit to the chest/shoulder area is illegal? he didnt blind side him at all. nothing about that screams illegal to me.

I still don't understand how the Jenkins/Davis hit isn't illegal.
If he had possession and wasn't a defenseless receiver, then it was a fumble. But he didn't.
