bull****. the dude deserves a Dec. It might be different at a majcom but a rule of thumb from what I've seen is if you don't **** up and you do a decent job you should get a dec when you PCS. Not giving him one is going to hurt him when it comes to cutting scores for promotions. Granted it's only a point and you can make that up by studying harder but sometimes that one point is the difference between making it and not making it.

Well the issue is with the type of dec he is getting. An unspoken rule is that E1-4 get Achievements, E5/6 get Commendations E7+ get MSM.. and they are trying to give him an achievement, even though he is an NCO.. While it is still a dec. it is kind of a slap in the face. And for him to miss out on a comm would cost him 2 points.. again, nothing too hard to overcome but sometimes that is what makes the difference.
