It was always a gray area, unlocking on your own without carriers permission fell under the same category as jailbreaking. Nobody got in trouble for it (that I know of), but apple and ATT frowned upon it.
Not ANY unlocking has been made illegal with pretty severe punishment.
The unlocks I provided for the passed 6 months or so were sanctioned by an ATT Rep and were implemented by restoring in iTunes, meaning apple had a hand in the unlocking process in some way or another. This law has turned him away from it, so I'm assuming the reps are no longer allowed to do so, or have been scared by this new law. Not sure if ATT will still be offering the 5 free annual unlocks to customers or not. I still have a few suppliers willing to do the unlocks but they've raised their prices, and they aren't always available like they have been in the past. But I won't be offering them on Pbn anymore in order to not break their rules.
