I do think Android manufacturers should stop pushing out so many devices. However, they're trying to capture the low-end of the market. Apple devices are priced pretty high so there are a lot of people who would like an iPhone but can't afford it. So Samsung/HTC/whoever make phones in that bracket. That's the Samsung Galaxy S3 Mini. They also have phones that are designed to compete with the iPhone (Samsung Galaxy S3).
Unfortunately, they mess up when it comes to brand management. Apple makes sure to distinguish between their devices by generation. So an iPad 3 and iPad 3 Mini should have basically the same performance. Samsung on the other hand, is trying to use the Galaxy S3's name to bolster sales for their cheaper Galaxy S3 Mini that has a lower price with lower performance.
Yes, Samsung is still standing behind their Galaxy S3 and the Galaxy S3's resale value shouldn't drop. The resale value could be higher if Samsung focused on making fewer phones with a clear differentiation between price, performance, and name.
I doubt that will happen anytime soon though, since most of these companies' bread and butter before the iPhone was making as many devices as possible each year to put a flashy "NEW!" sticker on it and have Verizon/Sprint/AT&T/T-Mobile try to sell mom & pop on the "latest and greatest".
