It depends what you are talking about are you talking about best for recreational speedball or recreational woodsball or a mix of the two?

I'd say valine graffiti or crusade is best rec grade/mid grade play. I get it for 45-50 bucks and it works great.

Our local field ran out of their normal stuff and had Valken crusade and it was the best paint I have ever shot. Not once did I chop a ball and I didn't see/hear about one bounce. I left it in my car by accident and there were extremely humid/hot days that it went through. Even after being abused like that it still shot straight and I never had any issues with it.
Worst paint though: Mosterball obviously and the RPS stingers. I expected more from RPS with the stinger since they didn't break at all for the kid who had them. (I guess that is how they got the name now that I think about it)

Anything from Walmart has to be the absolute... worst paint imaginable. They used to sell Stingers, and dear sweet baby Jesus in a manger, that paint was terrible.
As far as I recall, the best paint I've slung was Evil Ultra or Premium, but this was a few years back, so things probably changed. Oh, that and WGP's premium level paint. That's some good stuff, especially when you get it fresh from the delivery truck. Mmmmm, that's some good painty goodness.

Most consistent I've ever shot has to be RPS heat. It shoots the same every time, which IMO is great for what you pay.

RPS Premium has always been very reliable for me. I hate trying new paint because I know I'll always to back Premium.

For recball paint, I like Heat... but I'd shoot Premium Gold over it any day.

If you have to ask, you can't afford it. Just stick with heat, premium, inked, etc.

Depending on where you live, XO Spectrum is an OK budget choice.

Also depends on where you live... if youre in a:
-cold/wet climate most of the year I would suggest RPS marballizer.
-warm/wet climate most of the year I would suggest a more brittle paint as the shell will typically soften and swell (evil, premium, or GI 3 star)
-warm/dry climate most of the year I would suggest using premium or GI 3 star, a more brittle paint like evil would work just as well but more likely to cause breaks
-cold/dry climate forget about it everything will break...but really stick to premium or grafitti in this weather. Thicker shell and less likely to break.
Also nelson paint works extremely well. Nelsplat has a thicker shell that works well in cold dry weather while anarchy is amazing in anything from warm/dry to warm/wet.

I play more pump than anything else, so rec paint still has to be GOOD paint. My home field sells Valken Redemption for $55 a case. They come with silica gel packets in the bag to absorb moisture, and I have to say it's brilliant. I've used this stuff after having it for 1 1/2 years and still shot like the day I bought it.

Ultra Evil. Got a case about a month ago that had the apple scented fill - it was the best shooting paint I've ever shot in my life.

RPS premium gets my vote for all purpose paint. It shoots very well, and isn't astronomically expensive. I played in a tournament a few weeks back and used marballizers for the first time. They shot absolutely awesome, and broke very well on the target. Unfortunately, it was also the first time I've ever had balls break in my breach, so I might consider it a little too brittle for normal play/practice.
