You can preorder it on steam now. Release date says "2013." Apparently you can get TF2 crap for preordering, along with some maps for the game and beta access or something like that.

I installed the beta and am kinda disappointed. It has a cartoony feel to it, I think it's both the way the UI looks and operates along with either the speed of movement or the movement itself of the units. Not sure what it is exactly, but it's throwing me off. I am glad that they fixed tank AI though, that was my biggest gripe from coh1. Just played a bit of campaign and it's... interesting. Definitely going to take some getting used to, and probably will not pre-purchase, unless I can get a few things clarified on the stuff you get with pre-purchase. Can you unlock those commanders eventually without having to pre-purchase?
Edit: So after some more gameplay I am not as disappointed. It does feel like a different game because it basically is a different game. A lot less centered on defense, it's all about doing the most with small forces. I like the change, but I'll miss massing tons of units and steamrolling.
