RT Classic Help

My friend just picked up a used rt classic and went to air it up but them there was a big leak coming from the valve area. He popped out the bolt and checked its o-ring and lubed it up just incase. It was still leaking. He's saying that when he airs it up, the bolt moves forward about halfway through the breech and stops. It won't cycle either.

Do any of you have an idea on what could cause this to happen?
Any advice would help. Thanks!
