New pump not reaching 285 fps

Recently built a midblock pump from scratch and enjoyed every frustrating minute of it. After tinkering and replacing a few O-rings, I finally got it to have no leaks after cocking and firing once.

However, for the life of me, I am unable to get the gun to shoot above 280 let alone stay consistent. Every part was bought brand new. Here is a list of what is on the gun:

Bobtail Kryptonite Autococker body
Empire Sniper feedneck
Empire Sniper bolt and slide
CCM standard pump kit
CCM lower tube internals
Inception Designs HPR
Inception Designs WGP Slider frame
Inception Designs Stella Barrel Kit
Eclipse POPS ASA

Any ideas or place to start troubleshooting? I dont have a reg pressure tester, so I cant tell you what the current pressure is.

It really is much easier to do with a reg tester, so I'd recommend buying/building one. I've never been a fan of sweet spotting regs, so this is how I would do it without a tester:
Since you're using CCM lowers, and I assume that includes springs, set your IVG flush with the back of the gun.
On your HPR, turn the velocity all the way down. I believe screw turned all the way in on yours.
Cock it, air it up, and shoot it (no paint). You shouldn't be shooting any air if your HPR is set right.
Cock it again, give a full turn out on the HPR and shoot it. If it vents down the barrel, that's ok, just recock and it should stop. Give the HPR another half turn out and try again. Keep doing that until it no longer vents.
Chrono it and you should be shooting low. Keep turning out on your HPR until you hit ~270. I recommend 1/4 turn increments.
Use your IVG to get the rest of the way to your desired FPS.

If on your way to 270, you hit a peak and start going back down, stop. Turn your HPR back to the peak, congrats, you just sweet spotted it. Now use your IVG to get up to the desired FPS.

There used to be a really great "How-To" for building a Reg Tester on MCB, since its posting in 2009 the photos are now gone so it might be a little difficult to understand I found one thread here on PBN that may help you, its not the greatest tester I've ever seen, but it should work.

At that point it may be worth just buying one. they are only roughly $90 an asa and gauge would cost roughly 50-60.

I built one from an old asa and gauge. Worked fine.

I made these:

The part in the upper left goes between the HPR and the marker. It doesn't have a fitting because it hits the trigger guard. I install a fitting after it's screwed in.

So after all your suggestions and a bit of work. I ended up buying/building a reg gauge and sweet spotted the reg just about 250 psi. However, I am still having issues getting the FPS up. This weekend it was shooting 275, which is fine and I played with it all day, thing was dead silent. However, I am unable to get it up any higher. Is it possible it is an issue with the springs?

This sort of situation is why I'm not big on sweet spotting regs, that pressure is very low for a sniper. Typically 275psi is about as low as CCM internals like to go, 300psi is much more reasonable to do. I would also add that in my experience, lower pressure on a sniper tends to correlate with reduced consistency. My advice is set your reg for 300psi, then adjust your IVG to 280fps or whatever you want. I'd be very surprised if you can't hit 300fps.

Agreed^^. I don't have CCM internals, but I've heard they like as much as 350 psi from trusted sources.
