Can you use paintball grenades in professionally regulated tournies?

You cannot use paint grenades in any national tournaments. Woodsball events sometimes allow it, although you'd have to check the rules. Don't plan on using them if you're playing on a speedball field.

No, unless your gameplan involves lots of penalties. Didn't HK get it trouble for using one at a USPL event a couple years ago?
