first off

boot into safe mode or use ms config and turn every thing off and then see if the error still happens. hang up on start up or shut down could be a program that not ending right like you anti virus as windows tried to write back the swap file and shut down.booting it up in safe mode or with everything off in msconfig will see if it a damaged program or a damaged window file. if you dont get a hang turn one program on at a time till it hangs at shut down. with pc you have to do a little house cleaning to keep them running right.
ccleaner...defrag or defragler//malware bytes...also check to see how old your anti virus is it takes one or two rev changes for programes to get rid of programing bugs when new os hits. a lot of the older software will run in windows but depending on what your running there can be quirks.
