The Van Allen radiation belt isn't all that strong, a lot of satellites sit in itís strongest layers. At the speed the space shuttle was traveling when it passed through, they didnít take much damage.
1. wasn't a space shuttle, 2. the moon may have been withen the protective belting of the earth because of the fact that the earth's magnetic field teardrops back for several billion miles...
the moon is close enough to be in the outer layers of the earths magnetic field when it is on the sides of the earth, it is totally not in the field when it is between the earth and the sun, and totally withen the field when it is behind the earth
also the moon is a large rock made out of iron THAT ALWAYS FACES INWARD....radiation strikes the sides and back of the moon, almost never on the "face" of the moon
