I have only done like 2 or 3 parts of the main quest if that makes a difference.

It makes a lot of sense... maybe particularly to me because I lived in Iceland, which is basically the same place as Skyrim, for 2 months.
Over that time period I saw, at most, 3 black people.
Though there was an unusually-large number of Khajit in Reykjavik...

Left the Dark Brotherhood sanctuary only to have an ancient dragon fly down to attack me, after me and the townspeople of Dawnstar widdle his hp down another ancient dragon comes down to rape me after the first took out all my heal pots...
