Are you using a low pressure or high pressure tank?
Do you have a guage on your reg?
Where is your IVG set?
Do you have a stiffer main spring than the ones you've tried?

If so, put in the stiffer spring and set your IVG in two or three turns from flush.
Start with your reg at zero and start raising it.
If you can go beyond 300fps, try a little softer sping.
Find the spring where you max velocity is a little higher than your target.
Set the reg at the max velocity and back out the IVG till the marker is shooting where you want it.

If you don't have a stiffer spring, try turning in your IVG.

No reg? That's probably your problem. Do you have access to a LP tank? You'd be better off with that without a reg. Most cockers run best at about 350psi. A LP tank runs 400-450. HP tanks run 800-850. Tough to run a Freeflow that high.

Instead of adjusting the IVG you should be adjusting the regulator.

Have you fully adjusted the pressures on it?

Like an HP tank, then back out HPR and LPR and IVG, turn hpr in to proper pressure (depends on valve), adjust LPR to proper pressure, then turn in IVG until it chronos 280?

How well is the ball fitting in the barrel? Does it roll out? Is it hard to blow through? If the ball to barrel is bad either way it will effect the chrono.

That's true for small IVG adjustments. If you change springs or move the IVG significantly, you are no longer sweet spotted.
