EOS Help

My EOS will not shoot above 240fps...and not even 240 consistently. I just picked it up from a guy on here, so I havent messed with it too much yet, so I have a couple of questions.

1. What is the stock dwell? Is it 52ms?

2. Should I keep the insert in when trying to tune, or remove it and go from there after I get it set?

3.The gauge on it is currently broken, so I am waiting for my replacement to come in. When it does, what is a good range for the marker to be sitting at pressure wise?

Thanks for any help that you can give. Also if anyone has an EOS already fine-tuned and wouldn't mind telling me your settings, I would appreciate that as well.
