Have you put air on it yet? If you haven't then I would do that and see how far the bolt moves back. Make sure things are well lubed enough for the bolt to move back and forth smoothly. When you put air on it, it should cause everything to move to its "ready to fire" position, which should allow for a ball to come in.
If it leaks instead of putting the bolt back into the proper position, you have probably done something wrong somewhere...
