Calling all Sea-Lawyers, Base Police issue.

I'll give you a little backstory here before I jump into the details. I'm in the Navy, and just moved from San Diego to Washington.

This morning when I was going onto base I was informed by the Civilian Base police at the gate that my bumper is illegal and that if I come through with it again they would ticket me. Among some other threats such as impounding my truck and having to drive hours to go to court I stuck to the "yes sir, no sir" routine and got through. No ticket. yet.

So here is my question. My truck is registered in CA, and I am a CA resident with a CA license. I do not plan on becoming a resident of WA (the definition of which is a permanent resident who uses state services). Do vehicle equipment laws apply to non residents as they do to residents? I was under the impression that they do not but I have found mixed information on the internet.

Something I remembered while talking to my Chief about fighting this today, was that in CA all vehicles with frames (trucks) are registered as commercial vehicles and are subject to different interstate laws.

I've never even gotten a second look for my bumper before while at home in CA, so I'm very interested as to why it is an issue here.

If anyone could shed some light on this for me it would be GREATLY appreciated, as I am getting ready travel for a TAD and I don't have time to deal with this.

My old neighbor in Pensacola had the same bumper and was Navy, never had an issue. I dont see the problem?

nice bumper, I would go to the local police station and talk to them about it. They would know the laws or know someone who does. Also, if they buy off on it then you can get a written "mommy note" that if the base police try to ticket you, you can pull it out.

Wouldn't local base law take into effect? Their base, their rules. The local PD doesn't have jurisdiction there right?

From my understanding, the bases follow local laws regarding vehicles. (I am sure there are some exceptions).

The cops don't make the rules, the CG does. Doubt the CG said anythiung about bumpers.

I'm fairly sure that your truck isn't subject to the local laws (like I don't have to worry about my tint since it's a Florida truck not a Texas truck). Ask for either a copy of the regulation or where you can find it for yourself.

Talked to kapp. He said regarding vehicles, local and federal laws apply. Minimum you must have to get on base is registration and insurance. So as long as where you are allows trucks with those bumpers, then you are in the clear. At the same time, I am fairly certain that civilian gate guards have no authority to issue tickets.

Ok, here is the skinny.

Your tube bumper is not street legal in Washington, and you can be impounded on the spot for it. It doesn't matter if it is legal in another state, you go by the laws of the state you are in... it is their roads you are driving on.

Base police enforce state and federal laws. Local ordinances are left to local police. I would know, as I did nearly 3 years with the base police in Kings Bay.

whores ****. they don't know if you're military or just passing through. if that was the case I'd have to get my car smogged and the d-bag cop in new orleans could have cited me for illegal tint. They can only enforce their laws on vehicles with plates from that state. I'd probably have fix it tickets out the *** for my exhaust setup too.

He could have cited you for tint and exhaust (well within jurisdiction), but smog testing is only required to register. It doesn't matter if you are passing through or stationed there. You are so incorrect you aren't even wrong.

That can't possibly apply to commercial vehicles though.. If that were true vehicles would be impounded left and right for all sorts of violations.

Also, tube is not illegal. The Height of the bumper is the issue. The tube is 1.75" instead of 4". I could make it "legal" but it would look like ***.

Like I said, it varies from state to state. Some states respect their neighbor's vehicle code while others only abide by their own constitution. Local cops rarely enforce that kind of stuff, that is usually done by state police, so if you were to talk to somebody about it, definitely do it at a state level. Adjacent states generally form agreements regarding minor inconsistencies in their traffic code to make trade more fluid.

Search google then, I've got family telling me they are illegal over there. I didnt pull up the wa laws, but you could check it out just a easily.
