the stockfeedneck is to small to fit a halo b hopper . is it going to fit viewloader velocity?

A stock PM5 feedneck is a old style cocker type press in loader type pick up a clamping feedneck any Dye one will thread on.

The threads in the pm5 body are deep; if you get a new feedneck, make sure it's not low profile.

Vlocity neck doesn't seem as thick as a Halo neck. Should be ok. I don't have my pm5's stock feedneck on-hand to verify, though.
