Can be, yes... Optimally, No. Honestly if you're just using dechlorinated tap water it probably doesn't matter because you'll be using the same water regardless.
Assuming the "african electric" is a labidochromis... they're very peaceful. JD's are basically *******s, when they get big they'll probably kill your other fish.
For future reference, what the local fish store does is usually pretty much the best example of what NOT to do.
Also as far as making a stand goes. It's probably 15 minutes of measuring and planning, and an hour of actual construction. I made one for my 55 and I think it looks great, and is probably much much stronger than one you'd buy in a store. It also leaves open the option of extending it when I decided to get a bigger tank.
