Yeah that's it. A very interesting read.
Really sucks for the Dev team who tried to stick it out because they loved their work, or the franchise. They have to put 10yrs, or however long w/ the company, of working on a title that never shipped from the company on their resume when they looked for new jobs. 10yrs of Vaporware.
