Maybe a section for local classifieds within the regional forums? I know i'm not alone when i'd rather deal in person then online.

Get in touch with the moderators of your regional forum and ask them to open up a B/S/T thread in your forum. Many regional sections already have B/S/T threads but it is up to the moderators of each forum to decide whether or not they will allow the forum to have a B/S/T thread.
