Without know what official changes there are for the 2011 season, my answers are based off of last season.

You must by paint from one of the official paint vendors at the event.

Yes you would register on there website. (unless they switch back to the APPA)

I'm pretty sure they have to pay for it if they use it. And I guess they didn't want to shell out the cash for it.
