You're just starting, literally have never touched a guitar before in your life?
I recommend picking up an acoustic for $200 (nicer quality than an electric you'll buy). It's better to learn on an acoustic, and move to electric. The transition is easier. Also, you'll know more about the quality side of guitars through research and what bands you enjoy use.
You'll develop more style, and get better. Down the road you'll be able to pick up a nicer electric and a better sounding amp.

tl;dr: Buy a $200 acoustic for now, get an electric/amp later once you've developed.

I can't get an acoustic, I live in an apartment building with 4 roommates so I need the option to be able to use headphones while playing. So electric is my only choice.

Acoustics can be played quite softly, so volume shouldn't be an issue at all. It sounds like you're set on one of those two guitar packs, and we're trying to steer you in a better direction. $200 is very little to work with, so I suggest you save some money and get something solid to learn on.

I'm not looking for a very high quality one since I'll do that when I graduate in a few years, so I'm just looking for something to learn with that is electric.

You can play your acoustic insanely quiet.

Another option is to pick up a used Schecter for $200, like previously stated, and then depending on the type of music you plan on playing, pick up one of these little Vox pocket amps. You plug your guitar into them, and then headphones into it. You can also plug it into an amp as an FX pedal if you pick one up in the future

There's no need to buy something "new" when it's your first guitar anyways. Hell, you don't even need an amp. If you have an iphone, ipad, or computer you have a variety of ways to play with loads of effects for little money.

Your first instrument matters. It's hard to keep an interest with gear that either sounds ****ty or breaks. You'll obviously want to upgrade, but getting something that is actually going to react to your playing and give you the understanding of the actual DYNAMICS of a stringed instrument is important. Acoustics do this without needing electronics. But I understand you're set on an electric. In which case, raid craigslist every day for two weeks until you find something pretty for $150 and call it a day.

I do need an amp since I don't even have speakers. Also I don't have time to look at craigslist every day, and then there's the risk that the guitar is in much worse condition than the seller says, and I'd have no way of knowing until later on. So i don't really want to risk buying used unless it's backed up by a store.

Also, for $200 I picked up my Washburn PRS copy brand new on ebay. And it plays ****ing amazingly, and has very decent pickups.

There's so many great deals on ebay right now

I said a few pages back I was going to buy an agile LP copy. Found a LP studio 60s tribute in lefty for 599 new, and one of the older run models. Been itching for a guitar with P90s for a while. Paid for the 2 day shipping. Will report back.

I love new guitar days.

There's 3 different Idol-model Washburns in my house (LP, Strat, and PRS copy's). They all came with Duncan USM humbuckers, and are set up well out of the box. Buy one of these, and then save up and find a used Fender Mustang 1 or a Line6 Pod, or some other little headphone amp. You'll be happier in the end if you buy a better guitar to start off with.

Played an absolute POS as my first guitar. Bought it new, and it's now dinged to **** and worn to all hell. Plugging it in is an absolute joke now. I still have it though. Only reason I'm not selling it is because I'll only get like 30-40 bucks for it lol. All I'm saying though is that with that POS I never wanted to give up guitar.

Buy something ****ty. If you find out you like playing, upgrade later blake.

I'm not really sure what this is, but it's the most productive thing I've done in about a month or two.

Rhythm is a Nintendo DS with a Korg DS-10 program, into a '70 Fuzz, into "Clean" channel of Gibson.

Guitar is the Gretsch into Wah>RAT>Phase>OCD>EQ>Pitch Shifter>Tremolo>DD-7>Deluxe Memory Man, into the "Dirty" channel of the Gibson.
