I would personally suggest AGAINST shields.
Shields do a great job of keeping Refs detached from the game and let them get more easily distracted.
If a ref is standing off the edge of a field they should be able to keep themselves out of the line of fire if they're paying attention, and a shield has no place on the playing field as it makes a larger defined shape that makes it easy for players to use the ref and shield as blockers.
Ref reaction time is also reduced as they can't just run out and check or pull a player when they've got a shield on their arm, they have to detach it from them self, make sure it's set off field and then run into the field and hope the player hasn't moved.
So, the question comes down to: WHY do you think you need a shield?

Considering he wants 20 of them, id say making them isn't a great option unless he already had ideas for it.

Beach towels work well draped off of an arm like a curtain, and they are great for messy clean ups.
