Definitely not worth 300.
I would say about 200-250, depending on what board it has, and what condition everything is in.

You could buy a used SFT very similar to that for $100-200. $150 is easy for a mostly stock SFT.
That was probably manufactured in 2003/2004, however, Smart Parts didn't release Shockers by "year". They are commonly sold and purchased only as an SFT (older), and NXT (newer). The differences, if you're so inclined to know, are listed on www.zdspb.com.
EDIT: As far as upgrades, the other posters were mostly correct. It looks to have an NDZ trigger, Stiffi, Shocktech regulator, Q-lock, and perhaps an HE bolt kit (I would assume so, given the black can... But you will need to remove the bolt assembly for positive ID).

not wanting to bash your local shop...but you might want to find a different shop since they don't even know what year the shocker is...but i guess that's not a big deal?
it's definitely an SFT shocker...so roughly 03/04 or so
anywho, i'd say this shocker is definitely not worth more than $250...but it also depends on what board is installed.
i actually just purchased a used shocker from here...SFT shocker, clamping feedneck, HE bolt, freak barrel, cp reg, virtue board, all american barrel (yes, twobarrels), two triggers, shocktech ASA and mini drop, and hybrid vertical mount......ALL this for...$200 shipped...

Yeah, it will still be a great gun with a lot of room to tinker and upgrade. You will have fun with it.

It's not a -03
Pweter wasnt relased until late -04 And only for a short run.
And the first pweters did not come with gauge port on the VA. They became stock -05. It could have been added later tho..
They picked up the Pweter colored ones again late -05 or beginning -06, can't remember exatcly.
So Im guessing -05 or later. Probably later, due to the fact there is very little wear on the anno.
I regret selling my Pewter.. It has a real nice look to it.
