Yes, but with a weapon involved you get to use a padlock if you want.
There are numerous accounts of TSA Employees stealing from bags locked with "TSA locks".
And personally, if I had to check 5 grand in camera equipment I'd rather pay the 20 bucks for a flare gun and have piece of mind knowing they can't open my bag.
