MPS ROF Rule for 2010

I have not contacted all the owners yet since I have not confirmed with all the fields on events and dates.

Soo I am going to institute a Flat 12 BPS rule for the 2010 season. This is subject to be lowered if any field has any insurance issues allowing 12 BPS. The reason I went with a flat 12 is that most fields use the big red chronos to check it and they do not show to the decimal point.

How do you enforce the cap on a semi gun.
If you think a player is shooting 14bps on the field, how do you prove it?
You can't take them over to the red crono and have them shoot, they will just shoot slower.
This rule is almost unenforceable without a Pact timer.

The field will have a ref shoot the gun.

So if a gun is in question a ref will shoot it over the chrono? If a player can shoot the gun at 14 bps and the ref can't is the gun now legal? Or, if the ref can shoot it at 14 bps and the player can't/hasn't then the gun is illegal? This is a very gray area. Will the same judge be shooting every gun that is in question on both fields? How can a consistent ruling be made across both fields and every tournament?
Problem solved,

If a ref can get the marker to shoot over the limit then it is illegal. No gray area. The majority of the time the fields head ref has appointed a ref to check this.

So a player that has not done anything illegal is penalized because they "might" do something wrong?
If you follow that logic why not pull random 1 for 1's because someone "might" play on in a future game?

If your board is set in an illegal mode, you get penalized.

How is this bad?

You had to decide beforehand to set your board at a cap that was not legal, and then you were dumb enough to make that evident to a ref. I am missing what your complaint is.

If your gun is setup in a way that it is capable of exceeding the bps cap then you will be penalized. This is pretty common place.

I am 100% for holding players accountable for the equipment they bring on the field. But, just because a gun is capable of 14 bps doesn’t mean that it will ever see that ROF. As a player, I can wipe a hit but I am not penalized until I do it in a game. A player should not be penalized until they actually do it in a game, and the only way to prove that without a doubt is a PACT timer. It’s black and white, either you did or you didn’t. But, “we think you may have shot 13pbs that game so now we are going to shoot your gun over the chrono to see if it can” is very subjective. Also, again what happens if the ref can’t shoot it as fast as the player? Is the player free to keep shooting said illegal gun until someone else can get it above 12 bps? How many different refs get to shoot it? Is it tested after every game? If it is, and is found not to be legal, do you then go back and retro actively penalize them because they might have shot it over 12bps? I know it sounds silly, but you have to do all that you can to take subjective rules out of the rule book. Subjective rules will never be the same tournament to tournament, or field to field even at the same event. A PACT timer is such a small investment to alleviate such a large headache.
I’m all for a ramping capped event, it makes dealing with illegal guns so much easier. But, you have to have a way to verify that the players are following the rules.
