If you are referring to your PSP rank on the APPA, it will remain as-is indefinitely if you are D2 or lower. You may pay a fee and apply for a reclassification (the fee is non-refundable regardless of the outcome) but there are no guarantees.

Thanks, let me clarify the situation. A player played Div. 1 for a full season (PSP, local, ect.) and the following year (this year 2009) he didn’t play any tournaments what is his lowest possible rank?

The help is appreciated.

In that case, it depends on the wording of this guideline here:

If this is updated for the 2010 season in such a way that leaves it saying 09 season instead of 08, or the previous seasons do not apply to the bolded part of the quote, it's probably D2.

There's also a handy little ranking checker on the APPA if you have access to login info. Just go to the profile page and click "classification" - there will be a list of leagues to check your rank in.
