Yes - the guide is basically to get you firing decent and provide a solid starting point.

It depends on the reg of course, but lowest you are looking at is around 400 or so. 500 should be the most it would output without any shims.
A gauge I kind of go by is start at 800. Each thick shim you pull out will drop it about 150 psi, and each thin shim will drop it about 40 psi.

Is it true that victories are recommanded to run off of a low pressure tank?? Can someone tell me why? What are the different results from using a low pressure tank compared To a high pressure tank?

Many users have problems with their victory's leaking around the ASA due to all the pressure being put on that one little oring

Xeese-
What is the break in time on a new one?
Mine is brand new, some people at the field said like 3-5 cases. Not sure if it right but, when it is ready I would like to drop the LPR some.

It takes many cases to fully break it in, but after 5 or so it should be pretty good and settled.

I just bought my victory off nation and I can't bring the velocity up over 260. Could this be because the LPR is screwed too far out? It's got an sc kit. Also what's a good company to buy an oring kit (that little oring above the asa has a tear that my friend patched with some hatersauce. We made sure not to get any in the airway).

Use your pressure tester and make sure the pressures are correct.
Check out captainoring for oring kits. Also make sure to use dow55 on the orings.
