QEV, Board, reg, clamping feedneck, bolt. That will get you started.

i would start with a nice clamping feedneck, maybe a trigger. but mainly play with your gun before you start upgrading alot. for your hopper and tank..it depends on what you are willing to spend. a 3k steely tank will get you started, but fiber tanks are light, if you have the cash. the halo b is a great hopper, if your on a low budget, check the B/S/T section for some used stuff.

the reg is fine, and the board should be the last thing you worry about upgrading, unless you play alot of big tournaments.
Start by reading this and this.

Well I'd suggest for your first upgrades in order of priority.
These are the things you NEED to upgrade.
-Locking feedneck (especially this)
-Trigger
Extra cash laying around?
-Firebolt
-360 QEV
-Reg cover
-Smartparts grips
-Virtue board (most expensive part)
-New barrel (I have a stiffi, it's a great barrel)

Get a 68/4500 carbon fiber tank with high pressure, there is a WGP Stratos for 99 bucks here http://www.actionvillage.com/031-189-0003 and as for hopper I like the HALO B with Rip drive. Smart Parts Qlock feedneck should be your first upgrade though

get a clamping feed neck play, save the money you would have spent on upgrades and get a nice gun. not hating on ions i have two fully upgraded only stock parts are banjos and noid parts.
