Today I noticed that the cam pin is sticking up and can be turned very easily. I don't remember noticing it like this before. Should it be screwed down tight. It's not an adjustment screw is it?

its supposed to be tight so the cam doesnt fall out.

On mine it acts like an adjustment screw... but its not supposed to... its just supposed to hold the cam in place. So feel free to screw it down.

yeah same with mine, it acts like an adjustment but the story goes i adjusted my recock with the screw loose(didn't notice) then it got tightened down(someone else noticed it) and that made the cam beat my paint to death, so i just screw in the pin, and then adjust recock form there, no big deal.
